Measuring Anies Baswedan One-Year Performance in Jakarta

Anies Baswedan has led Jakarta for one year now, after being inaugurated as the Jakarta Governor by President Joko Widodo (Jokowi) on 16 October 2017. Many breakthroughs have been made to realise his campaign promises, but there are also many unfinished homework.

Last week when approaching one year of his leadership as the Jakarta Governor, Anies inaugurated Klapa Village in Duren Sawit, East Jakarta. It is a housing program with zero down payment. He changed the name of the program to Samawa (Solusi Rumah Warga/solution of the people’s house).

There are 780 housing units in Klapa Village. About 420 units of type 21 are sold for Rp 184 - 213 million and 360 units of type 36 for Rp 304 - 310 million. “Jakarta Provincial Government provides the financing, so people only need to pay their instalments. We overcome the difficulties faced by people in paying the down payments,” Anies said in Jakarta, Friday (10/12).

According to him, the number of Jakarta residents who do not have a home reached 51.7 percent. The zero down payment program (DP 0 Rupiah) is a form of concern from the Provincial Government to provide justice for all its citizens in order to have a residence. Klapa Village is the first location before being developed in other areas in Jakarta. The second Samawa program will run in Cilangkap, East Jakarta.

Besides Samawa, there were some other programs from Anies in the past year. The Jakarta Provincial Government revealed that Anies had produced 31 policy breakthroughs during his one-year term in Jakarta.

For example, the opening of the National Monument (Monas) area for religious activities, which had been banned by the previous governor. He also converted Jatibaru road, Tanah Abang, into a place for street vendors (PKL) to sell their goods, which would later be moved to the Tanah Abang Multipurpose Crossing Bridge (JPM) or Skybridge.

Anies had also officially closed PT Grand Ancol, popularly known as Alexis Hotel, in Jalan RE Martadinata, Pademangan, North Jakarta, on Wednesday, 28 March 2018. The closure was commenced with the revocation of tourism business registration (TDUP) since Thursday, 22 March.

Anies also launched a Three in One Population Service Integration System (Si Dukun). This system integrates population documents from three agencies – Population and Civil Registration Agency (Dukcapil), hospitals, and Healthcare and Social Security Agency (BPJS Kesehatan) – at one childbirth service desk in the hospital.

With the Si Dukun program, mother who gives birth to a child can bring her baby home with six documents: birth certificate from the hospital, National Identity Number (NIK), Family Register (KK), birth certificate and Child Identity Card (KIA) from the Dukcapil, and BPJS Health membership card (for babies whose parents are registered as BPJS participants).

Anies also terminated the Jakarta Bay Reclamation Project. He officially revoked the principle permits and stopped the construction of 13 artificial islands by private developers. This project had reaped the pros and cons in the public.

The former Minister of Education and Culture also added to the benefits of the Smart Indonesia Card (KIP). KIP recipients can receive benefits as promised in the Healthy Jakarta Card (KIS). Thus, other professions – Quran teachers, Sunday school instructors, keepers of the places of worship, and others – can enjoy the benefits.

Anies launched Jak Lingko or intermodal transportation integration in Jakarta. This service is a substitute for Ok Otrip and has passed its trial. Jak Lingko integrates all types of transportation modes from public transportation (angkot), transjakarta, and rail-based transportation such as light rail transit (LRT) and mass rapid transit (MRT). Currently, Jak Lingko only integrates angkot with Transjakarta.

Other achievements are the unqualified opinion (WTP), the improvement of the quality of areas and settlements through a community action plan (CAP), the handling of victims of violence against women and children through safe houses, improvement in complaints response abilities that can be resolved within the same day until the next 14 days, and the realisation of Benjamin Sueb Garden.

There are also trainings for 250 public transport drivers, revitalisation program for HB Jassin documentation centre, provision of a grant of Rp 500,000 per month for private teachers and private Islamic school (madrasah), development of 100 buildings and rehabilitation of 109 school buildings, cheap market operations in 44 sub-districts ahead of Lebaran (Eid al-Fitr), launching of OYES app as a tool of ordering staples in Pasar Jaya (80,000 merchants had downloaded the app).

There are also expansion of low-cost food subsidy program recipients (beef, chicken, eggs and rice) to people with disabilities, elderly people, workers other than recipients of Jakarta Smart Card (KJP) Plus, individual of other service providers (PJLP) and apartment residents with the budget reaching Rp 885 billion, and provision of Jakarta Elderly Cards (KLJ) to 22,970 elderly people in Jakarta. Anies also launched the first TOD masterplan in Dukuh Atas, developing the use of online parking app on six streets.

PKS Faction Chairman Abdurahman Suhaimi said Anies is already on the right track to realise his campaign promises, such as the construction of houses with zero down payment through the Samawa project in Pondok Kelapa and other programs. “I have seen the steps taken by the Governor. It is definitely a measurable step,” he said.

However, there are parties who criticize Anies’ works in the past year. The chairman of the Indonesian Democratic Party of Struggle (PDI-P) faction at the City Council Gembong Warsono said a number of points became the subject of evaluation within one year of Anies leadership.

The OK OCE target of producing 200,000 new entrepreneurs with 44 Entrepreneurship development posts in each sub-district has not been achieved. In reality, about 54,564 newly registered entrepreneurs are not able to run their business as they have not obtained licenses.

Based on data from January to early October 2018, Gembong added, only 1,811 licenses were issued for micro and small entrepreneurs who joined the OK OCE program. This means Governor Anies has only succeeded in creating 3.31 percent new entrepreneurs within a year of his leadership.

He also highlighted the establishment of OK OCE Farmer Outlets in Jakarta, which was only two outlets from its initial target of 20 outlets. The two outlets were unable to provide access to food at low prices to the public. “It is proven that the OK OCE program failed in achieving its target,” Gembong said in Jakarta, Monday (10/15).

Another program is OK Otrip. Although its trial session has been running for three times, the number of public transportation fleets are still very small. Until last month, only 283 fleets in 33 routes have joined the program from the initial target of 2,609 fleets.

Anies recently decided to replace the OK Otrip program with Jak Lingko. According to him, the difference between Ok Otrip and Jak Lingko is only on its branding. Gembong also doubts the Jak Lingo concept, which is integrated with various modes of transportation, can be easily realised. The reason is that the bus stops are not yet connected and the number of fleets is lacking, while operators are not yet interested in joining.

Gembong also criticized Anies policy regarding Jakarta flood control. Citing data from the Ciliwung-Cisadane Flood Control Office (BBWSCC), he said 128 urban villages in Jakarta are prone to flooding. These villages are located along the river that untouched by the normalisation program.

“The program has never been completed, such as the BBWSCC, the normalisation of the Pesanggarahan River, and land acquisition that has not reached 40 percent,” he said.

The plan to legalise pedicab is also deemed improper and inhumane. PDI-P said the Jakarta Provincial Government should provide proper jobs for pedicab drivers. Gembong also criticized the setback in the evaluation of the performance of public services. The apparatus no longer have the integrity, decreasing public trust on them.

The Samawa program is considered not for low-income people (MBR). Minimum instalment of Rp 2 million per month, excluding dues of electricity, water and environmental management, is too expensive for the poor.

He also questioned the legal basis regarding the use of Rp 160 billion in the Regional Budget (APBD) as a bailout for the program. Based on Government Regulation No. 30/2011 on regional loans, the Jakarta Provincial Government cannot provide guarantees for loans from other parties. The use of bailouts of up to hundreds of billions is very vulnerable to cause state losses.

In addition, Gembong also saw a decrease in the government’s speed in dealing with problems in the community within a year of Governor Anies Baswedan leadership. He also believed that some officials were not placed in the right position. “There was unilateral dismissal, which influenced the budget absorption and regulations,” he said.

Mohamad Taufik, Jakarta City Council Deputy Chairman from the Gerindra Party, said Anies has a sluggish performance in his one-year term. “Mr. Anies should accelerate his work in the second year. We see him a little bit slow,” he said.

According to him, Anies’ performance was slow because the placement of officials in the Jakarta Provincial Government ran slow. Taufik said the new government should be supported by new officials, but overhaul of official structure is not an easy thing to do. Moreover, Anies currently does not have a deputy governor, after Sandiaga Uno left him two months ago to participate in the presidential election.

Anies indeed requires civil servants who have the same vision, mission and political interest as him. However, his methods in doing the mutation, demotion and promotion are deemed inappropriate. Anies had dismissed and transferred 16 Echelon I and II officials without prior warning about their performance.

Based on the results of analysis and investigation from State Civil Apparatus (ASN) Committee, Anies had violated the procedures and legislation in dismissing and transferring officials within the Jakarta Provincial Government. This has been reported to President Joko Widodo last month.
