PGN will add FSRU Lampung Gas Supply Next Year

KATADATA - PT Perusahaan Gas Negara (Persero) Tbk. is planning to add gas cargos for floating storage regasification unit (FSRU) Lampung. The additional volume of gas is to anticipate the increase in gas demand from industries in Lampung, Banten, and West Java next year.

“If the price [of liquefied natural gas / LNG] is good, then we can add more [cargos],” Wahid Sutopo, PGN’s investment planning and risk management chief, said during Investor Summit and Capital Market Expo 2015 in Indonesia Stock Exchange, Jakarta, Wednesday (11/11). 

Right now FSRU Lampung has already distributed one gas cargo for the industries. And next year, it is predicted that there will be additional four to five cargos for the industries. Wahid has also predicted that the demand for LNG will increase next year as the government is attempting to convert oil fuel to gas. A significant increase in gas demand can also bee seen at the start of last month.

For a little background here, FSRU Lampung had once unable to distribute gas since the start of this year because no one is buying the gas. The largest buyer was PT Perusahaan Listrik Negara (Persero), and the electricity firm refused to take gas from FSRU Lampung anymore because the price is too high; even though previously PLN had committed to absorb many gas cargos from FSRU Lampung. 

And until now, PGN is still unable to sell gas to Perusahaan Listrik Negara (PLN) because there has not been an agreement yet regarding the price. “I still could not tell [the price], wait for a deal [with PLN],” Wahid said. 

On last October 6, FSRU Lampung was able to distribute gas again because there was a demand from the industries in West Java, Jakarta, and Banten. FSRU Lampung is able to operate again since there are already networks with industries around Lampung and West Java.

As the result, around 73 percent of gas from FSRU Lampung covers for Jabodetabek (Jakarta, Bogor, Depok, Tangerang, Bekasi) areas, which are Jakarta and the surrounding areas, West Java, Lampung, and South Sumatera. In Lampung, gas has been distributed for a number of industries like food and beverages, agriculture, forestry products, and livestock feed. 

“We’re hoping so that [the gas from FSRU Lampung] can be distributed in the amount of 12 to 14 cargos. That is quite a good condition for a year,” Wahid said. But, it can only be done if PLN has agreed to purchase gas next year.

And for general information about FSRU Lampung, it is a ship that has been customized with equipment and facilities to convert natural gas into liquid form and to store the liquefied natural gas (LNG). The capacity of this floating facility is around 170,000 cubic meters. FSRU Lampung was built by Hoegh Consortium from Noway and PT Rekin. And from the information gathered by Katadata, PGN rented the ship for 20 years at the price of US$ 300 million. This FSRU development was completed in April last year.
